Transaction Quorum Approval (TQA)

Transaction Quorum Approval (TQA) allows you to define rules that control how transactions are handled — whether they require manual approval, are automatically approved, or are automatically blocked based on conditions like asset type, amount, or who initiated the transaction.

This policy applies to two wallet types, each with its own tab:

  • Hot Wallet Transaction Quorum Approval (TQA)

  • Cold Wallet Transaction Quorum Approval (TQA)

Both tabs work in exactly the same way — the only difference is the wallet type they apply to.

⚠️ Important: By default, a Default block rule exists at the bottom of every policy. This means if no quorum rules are configured, all transactions will be blocked. You must set up at least one quorum approval rule for transactions to be processed.

How to Open Transaction Quorum Approval

  1. Log in to the Enterprise Portal.

  2. From the left-hand sidebar, go to POLICY CENTERTransaction PoliciesTransaction Quorum Approval.

  3. Select the Hot Wallet TQA or Cold Wallet TQA tab depending on which wallet type you want to configure.


Understanding the Policy Table

Column

What It Means

Rule priority order — rules are evaluated from top (#1) to bottom

Transaction Name

The name given to this quorum rule

Asset Type

The asset this rule applies to (e.g. Bitcoin, TRON, or Any)

Source

The source wallet this rule applies to (specific wallet or Any)

Destination

The destination wallet this rule applies to (specific wallet or Any)

Transaction Threshold

The minimum transaction amount (in USD) that triggers this rule

Initiator

The user(s) assigned to initiate transactions under this rule

Approver

The user(s) assigned to approve transactions under this rule

Action

Shows the current action type — Approve (green) or Block (red)

About the Default Block Rule

The Default block rule is a permanent system rule that sits at the bottom of the table. It cannot be edited or deleted. It acts as a safety net — any transaction that does not match an existing quorum rule will be automatically blocked. This is why setting up at least one quorum rule is essential.


Editing the Policy

  1. On the Transaction Quorum Approval page, click the yellow Edit Policy button on the top right.

  2. The page enters Draft mode, indicated by a green Draft badge.

  3. In draft mode, the following action buttons appear:

Add Quorum Approval

Opens the form to add a new quorum rule

Save Draft

Saves your current changes locally. Only visible to you — not submitted to Root Admin yet.

Publish Changes

Submits your changes to Root Admin for approval. Changes go live only after approval.

Discard Changes

Cancels all unsaved changes and reverts to the last published version

📌 Note: Save Draft and Publish Changes buttons are disabled until at least one quorum rule has been added. Changes in draft or pending approval state have no effect until Root Admin approves them.


Adding a Quorum Approval Rule

  1. In Edit Policy mode, click Add Quorum Approval.

  2. The Transaction Policy form will appear. Fill in the following:

Requires manual approval. Set the Approver(s) and the Number of Approvers required (e.g. 1 out of 2 users must approve).

Approve

The system automatically approves the transaction. No manual action required.

Block

The system automatically blocks the transaction. No manual action required.

  1. Click Save to add the rule to the draft, or Cancel to discard.


Reordering Rules

Rules are evaluated in order from #1 downward. You can change the priority of rules by reordering them in Edit Policy mode.

  1. In Edit Policy mode, locate the ↕ icon on the left side of any rule row.

  2. Click and drag the ↕ icon to move the row to a new position.

  3. The # numbers will automatically update to reflect the new order.

⚠️ Note: You can only drag using the ↕ icon. Dragging from any other part of the row is not supported.


Editing or Deleting a Rule

In Edit Policy mode, click the Action menu on the right of any rule row (except the Default block rule):

  • Edit — Opens the rule form to modify its settings

  • Delete — Removes the rule from the policy

Both actions are part of the draft and will only take effect after the changes are published and approved by Root Admin.


Publishing Your Changes

Once you are satisfied with your draft:

  1. Click Publish Changes to submit the updated policy to Root Admin for approval.

  2. The policy status will move to Pending Approval.

  3. Once Root Admin approves, the new rules become active immediately.

If you are not ready to publish, click Save Draft to keep your progress and return later.
